Several Illinois legislators are members of key NCSL committees.
The NCSL serves the legislators and staffs of the nation’s 50 states, its commonwealths and territories. It is funded by the states and governed by a 56-member executive committee.

| THE fourth in a series of workshops dealing with implementation of the new On-Bill Financing program will take place at the Main Hearing Rooms of the Illinois Commerce Commission in Chicago and Springfield on October 9. The ICC is sponsoring the workshops under the auspices of Public Act 96-003 (Senate Bill 1918) which was passed during the spring session of the Illinois General Assembly and signed into law by Governor Quinn in July.
The On-Bill Financing program will present an opportunity for utility consumers to purchase energy efficient measures and pay for them as part of their utility bill payments. The workshops are part of an effort to design all aspects of this new program. Experts with experience in On-Bill Financing-type programs in other states will speak to the workshop participants on the morning of the 9th, with the afternoon session devoted to continuing discussions on implementation of the program.
