THE following bills of interest to the energy industry passed both houses of the Illinois General Assembly during its spring session and will now be considered by Governor Rod Blagojevich:
House Bill 295 (Rep. Marlow Colvin, D-Chicago and Sen. Kwame Raoul, D-Chicago) – would reauthorize the state’s supplemental LIHEAP surcharge for an additional six years.
House Bill 351 (Rep. Tom Holbrook, D-Belleville and Sen. Gary Forby, D-Benton) – would provide for statewide residential electric aggregation programs.
House Bill 736 (Rep. Bob Flider, D-Mt. Zion and Sen. David Koehler, D-Peoria) – would make it easier to allow public input into processes at the Illinois Commerce Commission.
House Bill 825 (Rep. Brandon Phelps, D-Norris City and Sen. James Clayborne, Jr., D-Belleville) – would require the Illinois Commerce Commission to perform an analysis of workforce and staffing requirements of the state’s electric distribution utilities.
House Bill 894 (Rep. Dan Beiser, D-Alton and Sen. William Haine, D-Alton) – would remove a reciprocity clause that was included in the original legislation deregulating Illinois electric utilities.
Senate Bill 215 (Sen. Mike Jacobs, D-Moline and Rep. Pat Verschoore, D-Milan) – would establish a pilot energy efficiency program for Illinois customers of MidAmerican Energy Company.
Senate Bill 680 (Sen. Michael Bond, D-Grayslake and Rep. JoAnn Osmond, R-Antioch) – would require that utilities offer a net metering program in which the utility would pay for the additional cost of all metering.
Senate Bill 1293 (Sen. Martin Sandoval, D-Chicago and Rep. Cynthia Soto, D-Chicago) – would provide that assault or battery of a utility worker while engaged in their official duties is considered the enhanced crime of aggravated assault or aggravated battery.
