THE following bills of interest to the energy industry are still under consideration during the spring session of the Illinois General Assembly:
House Bill 4172 (Rep. Bill Black, R-Danville) – would place new restrictions on the use and storage of coal-combustion by-products. Approved by the House Environment & Energy Committee.
House Bill 5086 (Rep. Bob Flider, D-Mt. Zion) – would add summer heat restrictions to current law prohibiting service termination by utilities during winter heating season. Approved by the House Public Utilities Committee.
House Bill 5378 (Rep. Fred Crespo, D-Hoffman Estates) – would prohibit certain natural gas utility tariffs that adjust rates and charges to offset declines in usage per customer. Approved by the House Executive Committee.
House Bill 5467 (Rep. Marlow Colvin, D-Chicago) – would prohibit marketing of natural gas supplies to residential and small commercial customers by alternative retail natural gas marketers after the effective date of the act. Assigned to House Public Utilities Committee.
House Bill 5576 (Rep. John Bradley, D-Marion) – would establish reliability standards and penalties for electric utilities serving between 100,000 and one million customers. Approved by the House Electric Utility Oversight Committee.
Senate Bill 2129 (Sen. A.J. Wilhelmi, D-Joliet) – would make several changes to the state’s underground utility excavation law, J.U.L.I.E. Approved by the Senate Environment & Energy Committee.
Senate Bill 2639 (Sen. Don Harman, D-Oak Park) – would reauthorize the Illinois Environmental Protection Agency to use “fast-track” rulemaking procedures when implementing rules related to federal Clean Air Act Amendments of 1990. Approved by the Senate Environment & Energy Committee.
Senate Bill 2640 (Sen. Don Harmon, D-Oak Park) – would provide that the Illinois Administrative Procedure Act shall not apply to certain Clean Air Act Permitting Program permits issued by Illinois EPA. Approved by the Senate Environment & Energy Committee.
