The General Assembly was finally able to adjourn the Spring Session around midnight last Saturday. The House and Senate spent most of last week working on a budget agreement, which was finally reached early Saturday and passed the House just hours before an extended session would have been required.
The last bit of unfinished budget work is the capital program, which failed to pass the House. The Senate approved the capital program along with gambling expansion to fund the $34 billion in new construction bonds.
The failed capital program and the lack of revenue to fund the approved budget may prompt the Governor to call a special session sometime this summer. Until then, the Governor is attempting to meet with legislative leaders on a more comprehensive budget agreement.
Absent any calls for special session, the House and Senate are scheduled to return for Veto Session on November 12.
